The question isn't whether it can run — it's whether the economics and restrictions make it worth running. Four things will determine that: the Hetzner IP block, transcoding CPU cost, media storage cost, and the mandatory Plex Pass for remote access since April 2025. Obstacle 1: The Hetzner block

Since October 2023, Plex blocks all connections from Hetzner IP addresses. This affects every Hetzner product — Cloud, dedicated servers, Hetzner ARM. If your VPS is on Hetzner, Plex will not connect to its authentication servers and your media will not stream.

This is Plex's decision, not Hetzner's. Plex blocked Hetzner specifically because of widespread piracy-related paid sharing operations hosted there.
